If a company has certain skills in a certain area they will construct a system that uses these skills.  The System Integration (S.I.) phase will then need to use a set of skills which complement the company skills.

 

It would also be the case that in past projects the integration engineers will have used the same skills so they will re-use the skills in the current project.
